本日、ドナルド・J・トランプ大統領は、第59回大統領就任式から2021年1月11日から1月24日までの間、コロンビア特別区に緊急事態が存在すると宣言し、第59回大統領就任式から2021年1月24日までの間に発生した緊急事態のため、同区の対応を補完するための連邦政府の支援を命じた。大統領の行動は、国土安全保障省、連邦緊急事態管理庁（FEMA）が、緊急事態によって引き起こされた地元住民への苦難と苦痛を軽減する目的を持つすべての災害救援活動を調整し、人命を救い、財産と公衆衛生と安全を保護し、コロンビア特別区における大災害の脅威を軽減または回避するために、スタッフォード法のタイトルVの下で認可された必要な緊急措置のための適切な支援を提供することを承認したものである。
具体的には、FEMAは、緊急事態の影響を軽減するために必要な機器や資源を特定し、動員し、その裁量で提供する権限を与えられている。緊急時の防護措置は、連邦政府からの直接支援に限定され、100%の連邦資金で提供される。

Today, President Donald J. Trump declared that an emergency exists in the District of Columbia and ordered Federal assistance to supplement the District’s response efforts due to the emergency conditions resulting from the 59th Presidential Inauguration from January 11 to January 24, 2021.The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the District of Columbia.
Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Emergency protective measures, limited to direct Federal assistance, will be provided at 100 percent Federal funding.
Pete Gaynor, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Thomas J. Fargione as the Federal Coordinating Officer for Federal recovery operations in the affected area.
